San José Police Department Traffic Investigations Unit Detectives have arrested the suspect responsible for the March 9, 2023 major injury hit-and-run collision involving a pedestrian in the area of Tully Road and Flint Avenue. After a thorough investigation, including the use of SJPD's Crime Data Intelligence Center (CDIC) and Automated License Plate Reader (ALPR) cameras, Detectives were able to identify the license plate of the suspect vehicle, and subsequently the suspect driver, Vu Ngoc Lam. Suspect Lam was driving a 2021 grey Toyota truck at the time of the hit-and-run collision.
On November 9, 2023, Detectives obtained an arrest warrant for the suspect. On December 14, 2023, suspect Lam was arrested at San Francisco International Airport, and booked into San Mateo County Jail.
The Crime Data Intelligence Center (CDIC) is a division responsible for providing focused information and crime analytics to develop an efficient conduit of communication between districts, shifts, investigative units and allied law enforcement agencies.

On March 9, 2023 at approximately 7:03 PM, Officers responded to a traffic collision involving a vehicle and a pedestrian in the area of Tully Road and Flint Avenue. The preliminary investigation revealed the following:
An unknown year and make, possibly white or light colored, four door truck was turning westbound onto Tully Road from southbound Flint Avenue into the number one lane. The truck struck an adult male pedestrian that was crossing Tully Road southbound across lanes of traffic. The pedestrian was outside of any marked crosswalk assisting a family in a disabled vehicle.
The unknown vehicle and driver fled the scene after the collision and have not been located or identified.
The pedestrian was transported to a local hospital with life-threatening injuries.
