On November 6, 2023, the San José Police Department received a tip regarding suspicious activity possibly related to human trafficking occurring at a residence located in the 200 block of North 16th Street.
The San José Police Department Human Trafficking Task Force (HTTF) immediately began an extensive and comprehensive investigation. During the course of the investigation, Detectives identified Zhiqiang Liu as the primary suspect responsible for operating a commercial brothel. Detectives obtained an arrest warrant for suspect Liu and a search warrant for the associated residence.
On April 19, 2024, with the assistance of the SJPD Special Operations Violent Crimes Enforcement Team (VCET), Downtown Services Unit (DSU), and Federal Bureau of Investigation (FBI), Detectives apprehended and arrested suspect Liu at the associated residence. During the execution of the search warrant, Detectives located evidence indicative of a commercial brothel being operated.

Two adult female human trafficking survivors were identified on scene and provided resources.
The suspect was booked into the Santa Clara County Main Jail for pimping and pandering charges. The investigation is active and on-going.
