In January of 2025, San José Police Department Patrol Officers began a comprehensive investigation into an unknown suspect promoting approximately thirteen illegal sideshow events in the city of San José that occurred between March 2024 to December 2024. In each incident, illegal sideshows would occur in multiple locations throughout the city. This included Cinco de Mayo weekend where the same promoter organized and advertised around nine illegal sideshows in San José, disrupting a weekend filled with family-friendly sanctioned celebrations.

Patrol Officers identified the illegal sideshow promoter as Louie Ristow, who was also on active probation. SJPD Officers obtained a warrant for his arrest.

On June 3, 2025, Patrol Officers located Suspect Ristow in the city of San José and booked him into Santa Clara County Main Jail for promoting illegal sideshows and for probation violation.

“Our officers remain committed to protecting San José and holding those accountable who threaten the safety of our neighborhoods," said SJPD Chief Paul Joseph. "Even if someone slips away today, that doesn’t mean they’re gone—we follow through, we investigate, and we deliver results. The community can count on us to stay the course.”

“In a city that works hard to build community and care for each other, we won’t let chaos take the wheel — especially during family-friendly events meant to bring us together and celebrate our diversity. This arrest makes it clear: if you promote violence, endanger lives, and hijack our streets, you’ll be held accountable. I want to thank our officers for staying focused, following through, and showing that in San José, safety comes first.” said San José Mayor Matt Mahan.

“I am thankful to the San José Police Department for their extensive investigation in apprehending the suspect to deter these illegal activities in San José. These sideshow acts are a detriment to our city and will not be tolerated. The community’s safety is our priority, and we will continue to take proactive measures to safeguard our residents,” said San José City Manager Jennifer Maguire.
