On Tuesday, January 2, 2018, at approximately 6:31 AM, San Jose police officers responded to a sexual assault at Harker Middle School, located at 3800 Blackford Avenue in San Jose. The unknown suspect sexually assaulted and robbed an adult female employee inside a classroom. The suspect was last seen walking eastbound toward Boynton Avenue.
The suspect is described as a Hispanic male, 20's, 5'-9", heavy build, wearing a black t-shirt, dark blue jeans and a black beanie.
The San Jose Police Department will have a police presence at the school and increase patrols in the area.

On Thursday, January 4, 2018, Suspect Andrew Bracamonte was arrested in San Francisco, CA by the San Jose Police Department's Covert Response Unit. The suspect was booked into Santa Clara County Jail for Robbery (felony) - Penal Code 211, False Imprisonment (felony) - Penal Code 236, Criminal Threats (felony) - 422, and Forced Oral Copulation (felony) - Penal Code 288(a) and Assault with Intent to Commit Sexual Assault during the Commission of a Burglary (felony) - Penal Code 220(b).

San Jose, CA —On January 5, 2018, the Santa Clara County District Attorney’s Office charged a fifth suspect in the 2016 killing of Cesar Ponce Sanchez. Guillermo Madrigal Cervantes was charged with murder and a gang enhancement in the December 18, 2016, shooting of Victim Sanchez at the Mobil gas station, located at 1465 S. Winchester Blvd. in San Jose.
Cervantes has been in custody since October 11, 2017, when he was arrested and charged with the unrelated murder of Rafael Cornejo (SJPD #17-174-0021).
The San Jose Police Department is asking for the public's assistance in locating a 5th suspect wanted in this case. Suspect Joseph Duran is wanted on an outstanding warrant for Murder - 187 PC and is believed to have fled to Mexico.

San Jose, CA —On Sunday, December 18, 2016, at 11:51 PM, San Jose Police Officers were dispatched to the Mobil gas station located at 1465 S. Winchester Blvd. on a report of a person shot. Arriving officers discovered an adult male victim suffering from at least one gunshot wound. The victim was taken to a local hospital where he died a short time later.
The motive or circumstances surrounding the homicide are unknown at this time. No suspects have been identified or apprehended.
This is the City's 46th homicide of 2016.

On-line system will provide transparency and build trust
San Jose, CA — The San Jose Police Department (SJPD) in partnership with Police Strategies, LLC went live today with a public web portal that allows community members access to officer use of force data through its Police Force Analysis System (PFAS). A comprehensive report by Police Strategies on SJPD's use of force data was also made public today. San Jose is the largest city in the nation to use this data analysis system and one of only two that will provide this information to the public in its ongoing effort to be a transparent police department and improve police/community relations.
"The first two and three quarters years of use of force data analysis reinforces the fact that we are not a police department in crisis, it provides us benchmarks for improvement and validates that in San Jose we do not have troubling racial disparities in our uses of force. These outcomes did not happen by accident; it is the product of working with our community, the police officers’ association and maintaining high standards in our officers. By putting this data in an online public dashboard, we are taking transparency to another level,” said Chief Eddie Garcia.
PFAS provides a comprehensive risk management tool that can be used to make data-driven decisions and develop evidence-based best practices. The system can also be used to examine racial disparity issues providing meaningful insights for the community and actionable results for the Department. As part of SJPD’s ongoing efforts to increase transparency and build trust with the community, the Department will provide the public with access to the system using interactive dashboards on SJPD.org.
"This type of tool is a massive leap forward in developing better use of force policies and procedures. It gives our officers valuable feedback to adjust or reinforce their tactics and training and provides the public accurate data about the state of policing in San Jose,” said Paul Kelly, President of the San Jose Police Officers’ Association.
PFAS is a unique system that will help the Department better understand officers’ uses of force, strengthen internal accountability, and assist in the evaluation and improvement of use of force policies, practices, and training. This system will provide the Department with a much deeper and richer analysis of the data that will lead to a better understanding of what is happening and enable more effective management decisions to be made.

San Jose, CA — Extensive follow up by Homicide detectives lead to the identification of suspect Eduardo Rodriguez as a second suspect responsible for the homicide of Jesus Ayala.
Investigation also determined that this homicide was gang motivated. Suspect Rodriguez was arrested on January 9, 2018, at approximately 3:45 PM, in front of the Woods Apartment complex located at 4300 The Woods Drive in San Jose. He was booked into the Santa Clara County Jail for Murder — 187 PC.
The date of the homicide was September 29, 2017. It was a shooting that occurred in front of Jackson Liquors which is located at 148 S. Jackson Avenue. Victim Jesus Ayala was shot at least once.

Arriving officers located an adult male victim suffering from at least one gunshot wound. The victim was taken to a local hospital where he was later pronounced deceased.
Follow up investigation by Homicide detectives identified suspect Ivan Hernandez as the person responsible for the murder of victim Jesus Ayala. On Thursday, December 28, 2017, the suspect was arrested in San Jose by the San Jose Police Department's Covert Response Unit. Suspect Hernandez was booked into Santa Clara County jail for Murder.

New agreement ensures San Jose officers are focused on campus safety, not enforcing school discipline
San Jose, Calif. — The San Jose Police Department (SJPD) has been working with various school districts (Campbell Union High School District, Eastside Union High School District, and San Jose Unified School District) to establish principles and guidelines governing the relationship between the school districts and the City of San Jose regarding the provision of SJPD law enforcement on high school campuses.
Chief Eddie Garcia said, “Having officers doing the work of school administrators and enforcing school rules is a recipe for disaster and not the purpose of having law enforcement on campuses. This agreement ensures our officers are in schools to provide a safe place to learn and build positive relationships with students and staff.”
As a precursor to this MOU, SJPD coordinated with the Juvenile Probation Department and the Santa Clara District Attorney's Office to create a diversion program designed to reduce the number of citations and arrests of students. Some first-time low-level offenses like petty theft and vandalism will be eligible and provide juveniles with school-based services avoiding direct entry into the criminal justice system.
Chief Eddie Garcia said, “This diversion program helps address the low-level, non-violent youth offenders who are entering the juvenile justice system.”
The new Memorandum of Understanding (MOU) between the Department and the school districts in San Jose will better define each other’s role. This MOU language has also been incorporated into the Department’s Duty Manual as policy.“
"I’d like to thank Chief Garcia and Superintendents Funk, Andrew and Albarran for reaching this agreement,” said Mayor Sam Liccardo. “We all agree that we can best keep our kids safe by focusing our officers’ scarce time on crime, not student discipline.”
“Developing this MOU was critical to clearly delineate the work of the site administrator and the role of police officers on school campuses. Administrators investigate violations of Education Code. Police officers are there to protect staff and students from outside intruders, build relationships with students and support the school during an emergency situation,” said Chris Funk East Side Union High School Superintendent.
The roles and duties of a San Jose police officer on a school campus are primarily those of a law enforcement officer of their primary employer, the City of San Jose. A San Jose police officer shall be responsible for carrying out all duties and responsibilities of an officer, as prescribed by state law, and shall always remain subject to the San Jose Police Department and the City of San Jose.
The four primary purposes for having police services on school campuses are:
Maintain a safe and secure campus from intruders
Preserve life and property in a manner which promotes community
Develop positive relationships with students
Support school district staff in the securing and transporting of prohibited confiscated items that are illegal to have on campus under California State Law
The primary understanding in this MOU is that the school districts agree that school officials will ensure that student disciplinary matters remain the responsibility of school staff and not the police officer. Enforcement of the code of student conduct is the responsibility of teachers, school staff, and school administrators. The police officer will refrain from being involved in the enforcement of disciplinary rules that do not constitute violations of criminal law, or are criminal violations eligible for diversion.
The San Jose Police Department’s School Liaison Unit provides direct access to police services to the schools and provides programs that are designed to increase school safety. Some of the programs include presentations to school staff regarding legal updates, mandatory reporting laws, gang prevention, sexual harassment, etc.

San Jose, Calif. — On Tuesday, January 9, 2018, at approximately 5:02 PM, San Jose police officers responded to a suspicious vehicle call at Metcalf Energy Center located at 1 Blanchard Road in San Jose. An employee called police to report a suspicious male at the front gate in a black Mercedes. The employee further reported that the male pulled something out of the trunk of the Mercedes.
The male was described as an Asian male in his late 20’s, 5’-6”, 145 lbs., wearing a black jacket, white shirt and black pants. In addition, the license plate provided by the reporting party was identified as “armed and dangerous” from the Santa Cruz County Sheriff’s Department. At this point, the male gained access onto the property. San Jose police received an additional call from an employee stating that the male had a backpack, pipe, and possibly an axe on his person.
San Jose police officers arrived on scene and located the black Mercedes unoccupied at the front gate. Inside the vehicle, officers observed a large sword laying on the driver’s seat. The officers entered the gate and located the suspect armed with a 6 foot pipe and an axe. They immediately gave the suspect verbal commands to drop the pipe and axe. The suspect did not comply and walked away from the officers.
The officers followed the suspect a safe distance, continuing commands to drop his weapons. The suspect ignored commands and yelled, “Shoot me, Kill Me” several times during the incident. The suspect turned around and advanced toward the officers still armed with the pole and axe. During the contact, officers ordered the suspect to surrender and drop his weapons no less than 23 times.
When the suspect was approximately 5 to 6 feet away from one of the officers, one officer shot at the suspect. The suspect continued toward a second officer with the axe and pole still in his hands and a second officer also shot at the suspect. The suspect was struck at least once. Officers provided first aid until fire personnel arrived on scene. Fire personnel attended to the suspect and pronounced him deceased at the scene.
A search of the suspect’s person reveled that he had an additional axe, 6 throwing knives and pepper spray. The officers on scene had their body worn cameras activated.
Air 2 responded and played a critical role guiding responding officers and the fire department to the scene. The Bomb and K9 Units responded for a bomb sweep of the area to ensure scene safety. No explosive devices were located.
The identity of the suspect will not be released until the Santa Clara County Coroner’s Office has confirmed the suspect’s identity and notified next of kin.
The suspect's criminal history included resisting arrest, narcotic and weapons violations. In addition, he was admitted for a 72 hour psychiatric evaluation in September 2017.
The officers were placed on routine paid administrative leave. The Santa Clara County District Attorney’s Office and the San Jose Police Department’s Homicide Unit are conducting a joint criminal investigation. The case is being monitored by the San Jose Police Department’s Internal Affairs Unit, the City Attorney’s Office, and the Office of the Independent Police Auditor.

San Jose, Calif. — More than 50 San Jose Police officers conducted a large-scale operation last week targeting a violent criminal gang responsible for a series of robberies, carjackings, burglaries, and a shooting. Officers made multiple arrests and seized stolen property and weapons during the operation.
The crew was responsible for at least 30 robberies and carjackings in San Jose since the summer of 2017. During one of the robberies, the victim was assaulted and suffered a serious head injury. The gang often used stolen vehicles and firearms during the crime spree.
On Wednesday, January 10, 2018, the San Jose Police Department's Robbery Unit, in conjunction with the Gang Investigations Unit (GIU), Covert Response Unit (CRU), Special Operations and Patrol, with assistance from the Santa Clara County Regional Auto Theft Task Force (RATTF) and Santa Clara County District Attorney's Office Crime Strategies Unit, served a total of 8 search and arrest warrants in the City of San Jose and 1 in the City of Morgan Hill.
Seven adults and five juveniles (ages 15 to 17) were arrested. Subsequently, the adults were booked into the Santa Clara County Jail and the juveniles were booked into Santa Clara County Juvenile Hall on multiple charges, including; robbery, carjacking, burglary, assault with a deadly weapon, resisting arrest, child endangerment, possession of a loaded firearm, possession of stolen property, possession of drugs, and gang enhancement.

San Jose, Calif. — On Friday, November 10, 2017, at about 7:32 AM, San Jose police officers responded to a family disturbance in the 400 block of Buena Vista Ave. in San Jose. Arriving officers located victim Espinoza on the ground and he was taken to a local hospital with life threatening injuries.
Officers determined victim Espinoza was assaulted by suspect Gonzales. Further investigation revealed suspect Gonzales was the boyfriend of victim Espinoza's sister. Suspect Gonzales was booked into the Santa Clara County Jail on an unrelated parole violation.
On Saturday, January 13, 2018, victim Espinoza was pronounced deceased at the hospital. The Santa Clara County Coroner's Office conducted an autopsy and ruled the victim's death a homicide. Detectives subsequently amended suspect Gonzales' booking charge to murder.

Police Arrest Lucky Lotto Bandits
San Jose, Calif. — Concluding a multi-month, multi-agency investigation, members of a burglary crew responsible for lottery ticket heists throughout Northern California have been arrested and charged. About 20 of the burglaries happened within San Jose Police Department’s jurisdiction in recent months.
Businesses commonly targeted were gas stations and liquor/convenient stores. The crew often used a rock to smash the window of the business to gain entry. Items commonly stolen included: California lottery scratchers, cash registers, US currency, and cigarettes.
From September to December 2017, this crew named “The Lucky Lotto Bandits” committed more than 30 commercial burglaries within Santa Clara County. An investigation determined that the burglary crew committed commercial burglaries throughout Northern California within the following jurisdictions: San Jose, Campbell, Santa Clara, Cupertino/Santa Clara County, Sunnyvale, Los Altos, Fremont, Livermore, Dublin/Alameda County, San Ramon, Danville, Tracy, Brentwood, Rio Vista, Elk Grove, Sacramento County/Rancho Cordova, and Calaveras County. The crew cashed the stolen California lottery scratchers in San Jose, Brentwood, Discovery Bay, Stockton, and other jurisdictions.
The spree ended on December 20, 2017, when police identified the crew after a series of commercial burglaries in San Jose, Fremont, and San Ramon. The suspects fled from police in the Fairfield area and ended up crashing in the Travis Air Force Base. The following five suspects were taken into custody and are being charged in Santa Clara County:

A sawed-off shot gun was recovered inside the suspect vehicle along with stolen property from the burglaries.
Suspect McEssy pleaded guilty on January 3, 2018 to 32 commercial burglary counts and received a court offer of eight years.
Suspect Beltran Jr. is currently outstanding with a felony want for his arrest. Another suspect who was identified as being part of the Lucky Lotto Bandits and is currently outstanding with a felony want for his arrest: Sergio Aguirre, Age 18, San Jose Resident.
The San Jose Police Department’s Burglary Unit worked closely on the investigation with Campbell PD, Santa Clara PD, Santa Clara SO, Sunnyvale DPS, the California Lottery, Fremont PD, and the Santa Clara County District Attorney’s Office.

The investigation revealed that between November 2017 and December 2017, CruzCruz sent multiple sexually explicit images via social media to a 13 year old female he met at Iglesia Adventista del Septimo O Dia San Jose, located at 281 North 33rd Street in San Jose. CruzCruz is a Youth Pastor at the church where the victim and her family attend.
On Wednesday, January 17, 2018, the suspect was arrested in the City of Fremont without incident by the San Jose Police Department's Internet Crimes Against Children (ICAC) / Child Exploitation Detail (CED) task force. Suspect CruzCruz was booked into Santa Clara County Jail for two counts of Sending Harmful Matter to a minor - Penal Code 288.2(a)(2).

He took each of the victim's to his residence, furnished them with marijuana and alcohol, and sexually assaulted them. Victim #1, was a 13 year-old female. Victim #2 was a 14 year-old female.
On January 18, 2018, detectives arrested Manzano without incident and booked him into the Santa Clara County Jail on the listed charges.

On January 2, 2018, ICAC detectives received a CyberTip from the National Center for Missing and Exploited Children (NCMEC) in regards to a subject using Yahoo Messenger to trade/distribute sexually explicit images involving children. Some of the images involved children under the age of five.
Follow-up investigation by ICAC detectives led to the identification of Nathan Smith as being the subject who was involved in trading/distributing child pornography using Yahoo Messenger. Additional follow-up revealed that Smith was a lifetime registered sex offender for another child pornography case in 2010.
On January 18, 2018, ICAC / CED detectives along with the Santa Clara County Sheriff's Office S.A.F.E Task Force, and San Jose Division of the Federal Bureau of Investigation served a search warrant at Smith's residence in San Jose. Suspect Smith was arrested without incident and booked into Santa Clara County Jail for the noted violations.

San Jose, Calif. — On Saturday, February 3, 2018, at about 11:58 PM, San Jose police officers responded to a person shot in the 3100 block of Cadillac Drive in San Jose. Arriving officers located an adult female victim suffering from at least one gunshot wound. The victim was transported to a local hospital with life threatening injuries.
Follow-up investigation by homicide detectives revealed that the victim was driving on Cadillac Drive with an adult male passenger. An unknown suspect shot at the victim and her vehicle collided into several parked cars and a tree. The victim sustained at least one gunshot wound. The passenger was treated for injuries sustained from the accident.
On Monday, February 5, 2018, the victim was pronounced deceased.
The motive and circumstances surrounding the homicide are unknown at this time. No suspects have been identified or apprehended.
The Santa Clara County Coroner's Office is responsible for releasing the victim's identity. This is the City's 6th homicide of 2018.

San Jose, Calif. - On Monday, February 5, 2018, at approximately 10:50 PM, San Jose police officers responded to multiple calls of a shooting in the area of South 1st Street and East Alma Street in San Jose. Arriving officers located a male and female suffering from at least one gunshot wound each. They were both pronounced deceased at the scene.
Follow-up investigation by homicide detectives revealed the victim had a protective order against suspect Timoteo Morales. Morales confronted the victim in the parking lot and produced a firearm. Morales shot at a security guard on scene but missed. He then fatally shot the victim before shooting and killing himself.
The Santa Clara County Coroner's Office is responsible for releasing the victim's identity. This is the City's 4th homicide of 2018.

San Jose, Calif. — The San Jose Police Department and other law enforcement agencies across the country have received calls from the public regarding a video containing child pornography currently being circulated via Facebook Messenger. The sharing of a sexually explicit video involving a child, even for the purpose of helping a victim to identify a suspect, is a crime and results in the widespread distribution of child pornography. Do not forward child pornography videos or links - Instead, immediately report it to local law enforcement before deleting it.
The suspect depicted in the noted video surrendered to law enforcement in Alabama on Tuesday, February 6, 2018. The lead agency on this investigation is the Special Victims Unit & Alabama Internet Crimes Against Children (ICAC) Task Force.
The goal of the San Jose Police Department is to educate the public and prevent further distribution of this video on Facebook or other social media outlets. The distribution of child pornography is a felony violation of California Penal Code section 311.
“Our goal is to encourage and educate the public to immediately report and not forward any inappropriate or sexual material involving a child they may receive,” said San Jose Police Chief Eddie Garcia.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. San Jose PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.
DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.
Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.
Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.
Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.
Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Please join San Jose Police Chief Eddie Garcia and San Jose Acting Fire Chief Robert Sapien as they thank the San Jose call-takers and dispatchers who respond to the City’s emergency 9-1-1 calls.
San Jose call-takers answer 565,000 emergency calls each year and 380,000 non-emergency calls. Communications personnel are the real-time connection between the caller and police officers and firefighters working in the field. San Jose has openings in both police and fire communications.
Note: 9-1-1 was selected as the nationwide emergency number in 1968. The nation’s first 9-1-1 call was placed on February 16, 1968, in Haleyville, Alabama. California began developing 9-1-1 soon after with the statewide system officially launched in 1972. The statewide system was completed in 1985.

San Jose, Calif. - The San Jose Police Department’s Internet Crimes Against Children (ICAC) / Child Exploitation Detail (CED) Task Force arrested Clifford Pappadakis for seven counts of Annoying and Molesting a Child (misdemeanor) 647.6 PC and one count of Possession of Child Pornography (felony) 311.11(A) PC.
On September 8, 2017, parents of Willow Glen Middle School students observed Physical Education Teacher / Track and Field Coach Clifford Pappadakis taking photographs of female students. Parents grew suspicious of his photography actions and reported his actions to the school staff.
The San Jose Unified School District initiated an internal investigation that also prompted an immediate police response. Pappadakis was placed immediately on administrative leave.
ICAC detectives initiated a criminal investigation. Search warrants were executed for Pappadakis’ computer and residence. Numerous electronic devices were seized and forensically examined. Forensic investigators located numerous inappropriate images in Pappadakis’ possession.
On December 13, 2017, ICAC detectives submitted the investigation to the Santa Clara District Attorney’s Office. In February of 2018, an arrest warrant was issued for Pappadakis. On February 14, 2018, Pappadakis self-surrendered at the San Jose Police Department.

In September of 2017, suspicious activity involving Clinton Pappadakis was reported to the National Center for Missing and Exploited Children (NCMEC). NCMEC provided the information to the Silicon Valley Crimes Against Children Task Force. ICAC Detectives initiated an investigation.
Detectives learned that Clinton Pappadakis was an Oak Grove High School track coach and on February 20, 2018, executed a search warrant at Pappadakis' residence in San Jose. Child pornography was located on multiple devices belonging to the suspect. Pappadakis was arrested and booked into the Santa Clara County Jail on the noted charge.

San Jose, Ca: The San Jose Police Department’s Robbery Unit has identified and arrested a suspect in connection with three bank robberies in San Jose. The first robbery occurred on January 4, 2018, at approximately 1:05 PM at Bank of the West at 6213 Santa Teresa Blvd. The second robbery occurred the next day on January 5, 2018, at 4:05 PM at Bank of the West at 908 Blossom Hill Road in San Jose. The third robbery occurred on February 7, 2018, at Chase Bank at 555 West Capitol Expressway. The suspect entered each of the banks and handed the teller a note demanding money. The suspect fled the banks with an undisclosed amount of cash.
After extensive follow up by Robbery detectives, Oscar Radillo was identified as the suspect responsible for the robberies. Detectives obtained a warrant for Radillo's arrest and on February 13, 2018, the Milpitas Police Department located the suspect at The Great Mall in Milpitas. Suspect Radillo was booked into the Santa Clara County Jail for three counts of Robbery - 211 PC.

San Jose, Calif. - The San Jose Police Department's Internet Crimes Against Children (ICAC) Task Force / Child Exploitation Detail (CED) arrested Ashour Tarverdi for Annoying or Molesting a child under 18 years of age with a prior conviction (felony) - Penal Code 647.6(c)(1).
This school year, students at Willow Glen Middle School and Willow Glen High School reported to police that they were followed and contacted by a subject driving a red pick-up truck. The driver allegedly made unsolicited lewd comments towards the victims. Follow-up investigation located video evidence depicting the vehicle’s license plate. ICAC detectives identified Tarverdi, a lifetime registered sex offender with a previous conviction for Annoying or Molesting a child under 18 years of age, as the suspect and obtained a warrant for his arrest.
On February 22, 2018, ICAC detectives and San Jose patrol officers arrested Tarverdi at his residence and subsequently booked him into the Santa Clara County Jail on listed charges.

On Thursday, March 1, 2018, at 9:40 PM, the San Jose Police Department's Violent Crimes Enforcement Team served a search warrant at the juvenile's residence in San Jose. The juvenile was contacted at the residence, however she was not taken into custody. The investigation is on-going.

San Jose PD Robbery detectives obtained an arrest warrant for Daniel Mendoza after San Jose patrol officers conducted follow-up investigation and identified him as the suspect.
On March 3, 2018, Mendoza was arrested in the City of San Jose by San Jose PD Covert Response Unit officers. He was booked into the Santa Clara County Jail on five counts of Robbery - penal code 211.
Detectives believe Mendoza is responsible for additional robberies throughout the bay area. In the majority of the robberies, Mendoza pointed a handgun at the clerk and took cash and/or lottery scratchers. Mendoza usually fled the scene in a 2017 Black Jeep Renegade with black and yellow paper plates.

San Jose, Calif. - After extensive follow-up by homicide detectives, The San Jose Police Department has identified and arrested four suspects responsible for the 2016 murder of Michael and Arturo Ramirez. Warrants were obtained for Suspect Peter Sanchez, Christopher Ruby, and Richard Martinez. Suspect Carlos Hernandez was already in custody on other charges.
On March 14, 2018, the San Jose Police Department’s Covert Response Unit (CRU) arrested Peter Sanchez in San Jose. Christopher Ruby was arrested in the City of Milpitas. Both suspects were booked into Santa Clara County Jail. On March 15, 2018, CRU arrested Richard Martinez in San Jose and booked him into the Santa Clara County Jail. All four suspects have been charged by the Santa Clara County District Attorney’s Office with two counts of murder and two counts of attempted murder. At the time of the incident, the suspects also shot at two adult males. One received a non-life threatening injury and the other was not injured. The investigation also determined that the homicide was gang related.

San Jose, Calif. - On Sunday, August 21, 2016, at 8:46 PM, San Jose Police Department officers responded to the 900 block of S. 8th St. on a report of a shots fired. Officers arrived and discovered two victims suffering from at least one gunshot wound each. Victim #1, Michael Ramirez, was pronounced deceased at the scene. Victim #2, Arturo Ramirez, was transported to a local area hospital where he was pronounced deceased a short time later. Both victims were brothers. The motive or circumstances surrounding the shootings are unknown at this time. No suspects have been identified or apprehended.

On Wednesday, April 4, 2018, at about 10:14 PM, San Jose police officers responded to a report of a burglary in the 1600 block of Husted Ave. in San Jose. Further investigation revealed suspect Dustin Hamilton stole firearms from a residence and made threats to kill people in the City of San Francisco and any law enforcement personnel. The San Jose Police Department immediately notified the San Francisco Police Department. Both agencies are actively conducting follow-up investigation to locate the suspect.
San Jose PD detectives have obtained a felony arrest warrant for Hamilton for Burglary, Threats & Firearms Possession. In addition, Hamilton has two outstanding felony warrants out of San Francisco for Assault and Vandalism.

Bring your pills for disposal to the above listed sites (The DEA cannot accept liquids or needles or sharps, only pills or patches). The service is free and anonymous, no questions asked.
Last October, Americans turned in 450 tons (900,000 pounds) of prescription drugs at almost 5,500 sites operated by the DEA and more than 4,200 of its state and local law enforcement partners. Overall, in its 13 previous Take Back events, DEA and its partners have taken in over 8.1 million pounds—more than 4,050 tons—of pills.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

San Jose, Calif. — The San Jose Police Department's Robbery Unit conducted a large-scale operation last week targeting a violent criminal gang responsible for a series of robberies, carjackings, burglaries, and an assault with a deadly weapon. Officers made multiple arrests and seized several firearms, ammunition and stolen property. The crew was responsible for various crimes including, 7 robberies, 6 carjackings, 10 burglaries, an assault with a deadly weapon and various other weapon offenses which they were arrested for last week.
On Thursday, April 26, 2018, the San Jose Police Department's Robbery Unit, in conjunction with the Gang Investigations Unit, Covert Response Unit, Financial Crimes Unit, Intelligence Unit, Violent Crimes Enforcement Team, MERGE, Metro, Patrol, the Santa Clara County Regional Auto Theft Task Force, Sunnyvale Department of Public Safety, Mountain View Police Department, Bureau of Alcohol, Tobacco and Firearms, Santa Clara County Juvenile Probation and the District Attorney's Office Crime Strategies Unit conducted 1 probation search and served 6 search warrants in San Jose.
Five adults and eleven juveniles (ages 15 to 17) were arrested. Subsequently, the adults were booked in the Santa Clara County Jail and the juveniles were booked into Santa Clara County Juvenile Hall on Multiple charges, including; robbery carjacking, burglary, assault with a deadly weapon.

San Jose, CA — In the United States, the Cinco de Mayo holiday is often associated with parties and alcohol. If you’re celebrating with friends and family this weekend, remember that at the end of the night, you need to have a safe and sober ride home. Police, Sheriff and the CHP will be out in force looking for the tell-tell sign of impaired driving this weekend.
In the rush to prepare for a night out, it’s easy to forget the most important Cinco de Mayo plan of all: designating a sober driver. Some may think they can play it by ear and wait until after the party has started to decide whether they’re “okay to drive.” By this point, it’s too late. Going out for a night of drinking without a plan for getting home safely is a recipe for disaster.
In recent years, California has seen an increase in drug-impaired driving crashes. San Jose PD supports the new effort from the Office of Traffic Safety (OTS) that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
Remember: Buzzed Driving Is Drunk Driving, and when you drive impaired, you run the risk of killing yourself or someone else. You will be looking at jail time, the loss of your driver’s license, higher insurance rates, and dozens of other unanticipated expenses ranging from attorney fees, court costs, car or motorcycle towing and repairs, and lost wages due to time off from work. The app offers enhanced features, allowing users to search all participating bars and restaurants throughout California. Additionally, the app users can easily order a sober ride from Uber or Lyft.
Drunk driving is claiming too many lives. On average in 2016, someone was killed in a drunk-driving crash every 50 minutes. On Cinco de Mayo weekend, that equaled 51 lives lost in drunk-driving crashes in the nation. So, if you choose to drink this Cinco de Mayo, make sure you have a designated sober driver or have arranged another safe way home. Decide today that you won’t ever drive after drinking or impaired by drugs. If you know someone who is about to drive buzzed or ‘high’, step in and help. Take their keys and help them make arrangements to get home safely.
A final statistic to remember: drunk-driving deaths are 100-percent preventable.

Your neighborhood is invited to participate with many other neighborhoods across the country in celebration of National Night Out on Tuesday evening, August 7, 2018. Deadline for registration is July 27, 2018.
National Night Out is a crime and drug prevention event that is sponsored nationally by the National Association of Town Watch and co-sponsored locally by the San Jose Police Department. This year is the 35th anniversary of National Night Out with over 38 million people across the country expected to participate.
National Night Out is designed to: (1) Heighten crime and drug awareness; (2) Generate support for, and participation in, local anti-crime efforts; (3) Strengthen neighborhood spirit and police/community partnerships; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back.
From 5 PM to 9 PM on August 7, 2018, residents in neighborhoods throughout San Jose and across the nation are asked to lock their doors, turn on outside lights and spend an evening outside with neighbors and police. Neighborhoods will be hosting a variety of events ranging from small potlucks and BBQs to large block parties. Some additional event ideas include, but are not limited to, ice cream socials, disaster preparedness, games, contests, discussing neighborhood issues or setting neighborhood goals, food or clothing donations, plan a clean-up day, beautify a common area, discuss or plan a Neighborhood Watch Program. It is an opportunity to be creative, have fun and CELEBRATE YOUR NEIGHBORHOOD!

California witnessed 147 bicyclist deaths in 2016. Cyclists who wear a helmet reduce their risk of head injury by an estimated 60%, and brain injury by 58%.
San Jose, Calif. —With the California weather warming up, the San Jose Police Department and the California Office of Traffic Safety (OTS) are highlighting how bicycling is a great way to stay in shape, save money on gas, reduce pollution and when visiting recreational areas, a great way to see the sights. These benefits are nothing new to cyclists and community leaders. Many cities have created bike-friendly routes now complete with bike paths, special bicycle parking areas and special amenities. National Bike Safety Month in May is just one way we celebrate our love to ride.
However, motorists and bicyclists must take extra precautions when they travel together. Riders often share the road with vehicles, which creates a host of hazards, and injuries can happen even on a designated path. In 2016, California passed legislation requiring motorists to proceed past riders with at least a 3 foot of clearance.
According to National Safety Council Injury Facts 2017, 488,123 people were treated in emergency rooms in 2015 after being injured riding a bicycle. The only sport resulting in more injuries overall was basketball, at 493,011. Football was third, at 399,873.
According to Injury Facts, about 1,100 deaths resulted from cyclists colliding with motor vehicles in 2015. With about 80 million bike riders sharing the road with millions of motorized vehicles, the importance of safety precautions in traffic cannot be overstated.
Cyclists who wear a helmet reduce their risk of head injury by an estimated 60%, and brain injury by 58%. That statistic makes sense when you consider the first body part to fly forward in a collision is usually the head, and with nothing but skin and bone to protect the brain, the results can be fatal.
California witnessed 147 bicyclist deaths in 2016, accounting for over four percent of all traffic fatalities, much higher than the national average of over two percent. Nationally, 70 percent of all bicyclists who died in motor vehicle crashes in 2015 died in urban area crashes. Over a 10-year period (2006 to 2015), the average age of cyclists killed in motor vehicle crashes has steadily increased from 41 to 45.

Be courteous; California law now mandates at least three feet of clearance when passing a bike riders
Look for cyclists before opening a car door or pulling out from a parking space
Yield to cyclists at intersections and as directed by signs and signals
Be especially watchful for riders when making turns, either left or right
It is unlawful to drive in a bike lane except for 200 feet prior to make a right or left turn
Bicyclists:
Wear properly fitted bicycle helmets every time they ride. If under 18 years of age, it’s the law
A helmet is the single most effective way to prevent head injury resulting from a bicycle crash
Riders are considered vehicle operators; they are required to obey the same rules of the road as other vehicle operators, including obeying traffic signs, signals, and lane markings.
When cycling in the street, cyclists must ride in the same direction as traffic.
Bicyclists should increase their visibility to drivers by wearing fluorescent or brightly colored clothing during the day, and at dawn and dusk
To be noticed when riding at night, the law requires a front light and a red reflector to the rear
For additional safety, use a flashing rear light, and use retro-reflective tape or markings on equipment or clothing

San Jose, Calif. - Follow-up investigation by the San Jose Police Department's Homicide Unit lead to the identification of Joseph Miller as the person responsible for the murder of victim Alfred Perez. Miller fled to Mexico after the murder. A warrant was obtained for his arrest and over the last several months, Detectives have been working with the United States Marshals Service on locating and apprehending him.
On Thursday, May 10, 2018, the San Jose Police Department with the assistance of the United States Marshal Service, coordinated with the Mexican authorities to apprehend Miller in Guadalajara, Mexico. Miller was flown back to the United States and booked into Montgomery County Jail in Texas. Miller will remain in custody there until he is extradited back to San Jose.

San Jose: On Tuesday, November 08, 2016, at 7:38 PM, San Jose Police Officers responded to the area of W. Alma Ave. and Mastic St. on a report of several people involved in a fight. Arriving officers located an adult male victim suffering visible injuries. The victim was pronounced deceased at the scene.

San Jose, Calif. - On Tuesday, May 1, 2018, Willow Glen residents observed a male suspect on video surveillance trespassing onto private property and peeking into an occupied bedroom window.
On Thursday, May 3, 2018, a person believed to be the same suspect was captured on video surveillance at a nearby Willow Glen home appearing to case the property. The suspect walked down a driveway and shined a flashlight at the video surveillance camera. Several neighbors circulated the video footage and still photos on social media. The suspect was recognized by members of the community and identified by detectives as Hector Leanos, Jr.
San Jose PD Financial Crime / Burglary Unit detectives obtained a misdemeanor arrest warrant for suspect Leanos for Trespassing and Prowling — 647(h) PC and Peeking and Prowling — 647(i) PC. In addition, detectives obtained a misdemeanor arrest warrant for Domestic Violence — 243(e) PC for an unrelated case.
On Friday, May 18, 2018, at about 3:30 PM, San Jose PD Covert Response Unit officers took suspect Leanos into custody in the City of San Jose and was subsequently booked into the Santa Clara County Jail on the above charges.

Click It or Ticket Campaign Starts May 21. Police will show zero tolerance for seat belt violations, day and night.
SJPD will deploy additional officers during the two-week campaign on special traffic patrols specifically to stop and ticket both drivers and passengers for failing to use the vehicles safety belt restraints.
San Jose Police Department will show zero tolerance
San Jose, CA — As the unofficial start of summer, the Memorial Day holiday weekend is a busy time for Californians. Each year, the highways fill with families in vehicles, on their way to start their summer vacations. To help keep drivers and passengers safe, San Jose Police Department is reminding motorists to Click It or Ticket. The national seat belt campaign will take place May 21 through June 3, concurrent with the busy travel season.
San Jose Police Department will deploy additional officers during the two-week campaign on special traffic patrols specifically to stop and ticket both drivers and passengers for failing to use the vehicles safety belt restraints. This will also include drivers who fail to secure children in the proper child restraint seats.
“Buckling up is such a simple task that can keep you and your family safe in the car,” said Sergeant Payne San Jose Police Department. “But its more than that. Buckling up is the law. Our law enforcement personnel see the consequences of not buckling up. We see the loss of life and injuries at the scene of a crash. Often, deaths could have been prevented and injuries reduced with the simple click of a seat belt. This should be automatic.”
According to the National Highway Traffic Safety Administration, nearly half (48%) of the passenger vehicle occupants killed in crashes in 2016 were unrestrained. At night from 6 p.m. to 5:59 a.m., that number soared to 56 percent of those killed. That's why one focus of the Click It or Ticket campaign is nighttime enforcement. Police, Sheriff and the CHP will be taking a no-excuses approach to seat belt law enforcement, writing citations day and night. In California, the minimum penalty for a seat belt violation is $162.
“This Memorial Day period and, in fact, every day, we want everyone in every vehicle to remember that buckling up could be their greatest defense in a crash,” said Rhonda Craft, Director of the California Office of Traffic Safety. “Putting on a seat belt is one of the quickest, simplest and most effective ways to ensure you and your loved ones remain safe and sound on the road.”
In 2016, 4 San Jose community members were killed because they did not buckle their seat belts. Across Santa Clara County, 9 died unrestrained as either a driver or passenger. Statewide, 426 individuals were found to be unrestrained at the time of the collision. It is estimated that 74 would have survived had they simply buckled up.
If you know a friend or a family member who does not buckle up when they drive, please ask them to consider changing their habits. Help us spread this life-saving message before one more friend or family member is killed as a result of this senseless inaction. Seat belts save lives, and everyone — child and adult — needs to remember to buckle up — every trip, every time.

San Jose, Calif. — If you plan to spend time outdoors for backyard barbecues or recreational activities at local parks this Memorial Day Weekend, remember to do so responsibly. Alcohol and marijuana may be included in these gatherings. Tragically, Memorial Day marks the start of California’s 100 dangerous days of summer between Memorial Day and Labor Day weekends.
In 2016, sixteen people were killed and another 385 injured in alcohol involved collisions over the Memorial Day weekend. An additional sixteen people were killed and 377 injured over the 2016 Labor Day weekend.
To reduce DUI-related collisions resulting in injuries or deaths, San Jose Police Department will deploy additional officers on DUI Saturation Patrols to stop and arrest drivers showing signs of alcohol or drug impairment. The patrols will be in areas with a history of DUI crashes and arrests.
San Jose Police Department joins the California Office of Traffic Safety (OTS) to drive awareness on the best ways to get from point A to point B safely. Between Memorial Day and Labor Day, many police and sheriff departments in addition to the CHP will use OTS grant funds for overtime to deploy officers across the state to aggressively ticket or arrest traffic violators. High visibly enforcement operations will be in place all summer.
In recent years, California has seen an increase in drug-impaired driving crashes. San Jose PD reminds drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
In addition to stopping and arresting impaired drivers, officers will watch for aggressive drivers. Those who speed, tailgate, fail to obey traffic signs and signals, and those driving distracted, will be cited

On Wednesday, May 23, 2018, the San Jose Police Department received information about the suspect's involvement in the above listed crime. The investigation revealed that in early May, 2018, the nine year-old female victim arrived early for school. The suspect requested the victim's assistance to prepare the classroom for the day. The suspect inappropriately touched the victim while she assisted him in the classroom. The suspect is a kindergarten teacher at Dahl Elementary School. ICAC detectives responded to the school, took the suspect into custody, and booked him into Santa Clara County Jail for the listed charges.

San Jose, Calif. - The San Jose Police Department's Internet Crimes Against Children (ICAC) Task Force / Child Exploitation Detail (CED) arrested Dennis LaTorre for Possession of Child Pornography with a previous conviction 311.11(b) PC (felony).
In March of 2018, the National Center For Missing and Exploited Children provided multiple Cybertip reports to the San Jose Police Department’s ICAC Task Force regarding the suspected distribution of Child Pornography.
Follow-up investigation conducted by the Milpitas and San Jose Police Departments revealed the suspect was a San Jose resident who was required to register as a lifelong sex offender based on a previous child pornography conviction.
On May 24, 2018, San Jose PD ICAC detectives served a search warrant at LaTorre’s residence in San Jose. Child pornography was located and seized. Suspect LaTorre was arrested and booked into Santa Clara County Jail without incident for the listed charge.

San Jose, CA —On January 5, 2018, the Santa Clara County District Attorney’s Office charged a fifth suspect in the 2016 killing of Cesar Ponce Sanchez. Guillermo Madrigal Cervantes was charged with murder and a gang enhancement in the December 18, 2016, shooting of Victim Sanchez at the Mobil gas station, located at 1465 S. Winchester Blvd. in San Jose.
Cervantes has been in custody since October 11, 2017, when he was arrested and charged with the unrelated murder of Rafael Cornejo (SJPD #17-174-0021).
The San Jose Police Department is asking for the public's assistance in locating a 5th suspect wanted in this case. Suspect Joseph Duran is wanted on an outstanding warrant for Murder - 187 PC and is believed to have fled to Mexico.

San Jose, CA —On Sunday, December 18, 2016, at 11:51 PM, San Jose Police Officers were dispatched to the Mobil gas station located at 1465 S. Winchester Blvd. on a report of a person shot. Arriving officers discovered an adult male victim suffering from at least one gunshot wound. The victim was taken to a local hospital where he died a short time later.
The motive or circumstances surrounding the homicide are unknown at this time. No suspects have been identified or apprehended.
This is the City's 46th homicide of 2016.

San Jose, Calif. —On Saturday, June 9, 2018, at approximately 4:12 AM, San Jose police officers responded to a weapons call in the area of San Tomas Aquino Road and Payne Avenue in San Jose. Arriving officers located an adult male suffering from at least one stab wound. The victim was transported to a local hospital where he was pronounced deceased a short time later. After the incident, three additional male victims arrived at local hospitals suffering from at least one stab wound each. These victims sustained non-life threatening injuries.
Suspect Adrian Calvert was arrested at the scene. Follow-up investigation led to the identification of 3 additional suspects. Warrants were obtained for suspects Gener Rabino, Noe Santillano and Mark Romero. All suspects have been taken into custody.

San Jose, Calif. — The San Jose Police Department Traffic Unit will be conducting a DUI/Drivers License Checkpoint on June 21st, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 2:00 a.m.
In recent years, California has seen a disturbing increase in drug-impaired driving crashes. San Jose PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.
DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.
In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver.
Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.
Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.
Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.
Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Follow-up investigation by homicide detectives led to the identification of suspects Ruben Rodriguez and Julian Casillas as being responsible for the murder of Jose Mejia Diaz. Murder warrants were obtained for both suspects who are currently in custody at the Santa Clara County Jail on unrelated cases.

Improving Motorcycle Safety Aim of San Jose Police Department Operation
Careless motorists as well as riders get special scrutiny
San Jose, Calif. — The San Jose Police Department will be conducting a specialized Motorcycle Safety Enforcement Operation on Sunday July 8th, 2018 in an effort to lower deaths and injuries. Extra officers will be on duty patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes. They will be cracking down on both those operating regular vehicles and motorcycles who are violating traffic safety laws.
Motorcycle fatalities jumped dramatically in California by over 28 percent from a decade low of 352 in 2010. In 2013, 453 motorcyclists lost their lives, which is at a 5 year high. California collision data reveals that primary causes of motorcycle-involved crashes include speeding, unsafe turning and impairment due to alcohol and other drugs by both riders and drivers alike.
Operations like this are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward.

Three local law enforcement agencies were involved in a joint investigation on July 2, 2018 and arrested a suspect for assault with intent to commit rape and other related crimes.

San Jose, Calif. - The San Jose Police Department’s Sexual Assault Investigation Unit, Milpitas Police Department, and the Santa Clara County Sheriff’s Office conducted a joint investigation and arrested Icie Flores for 2 counts of Assault with Intent to Commit Rape (felony) - Penal Code 220(a)(1), 2 counts of Sexual Battery (misdemeanor) - Penal Code 243.4(e)(1), and Annoying or Molesting a Child (misdemeanor) - Penal Code 647.6(a)(1).
On July 1, 2018 at approximately 7:00 PM, Icie Flores attempted to sexually assault a 17 year-old female at Eastridge Mall located at 2200 Eastridge Loop in San Jose. Approximately 10 minutes later, the suspect committed another sexual battery on an adult female at the same mall. Icie Flores was located inside Eastridge by mall security. San Jose police officers responded to the scene and arrested the suspect. He was booked into Santa Clara County Jail for Trespassing (misdemeanor) - Penal Code 602, Annoying/Molesting a Child (misdemeanor) - Penal Code 243.4(e)(1), and Sexual Battery (misdemeanor) Penal Code 647.6 (a)(1).
On July 2, 2018 at approximately 10:07 AM, Icie Flores approached an adult female and her child who was in a stroller at the Baypointe VTA Light Rail Station located at 97 East Tasman Drive in San Jose. Flores pushed the victim to the ground and committed a sexual battery. The victim screamed and Flores fled the scene prior to police arrival. Santa Clara County Sheriff's deputies responded to the scene, investigated and documented the incident.
On July 2, 2018 at approximately 12:41 PM, Icie Flores pushed an adult female to the ground in the 5000 block of North 1st Street in San Jose. While on the ground, Flores attempted to sexually assault the victim. The victim screamed and fought off the suspect. A witness heard the struggle and called police. San Jose police officers responded to the scene, however the suspect already fled prior to police arrival.
On July 2, 2018 at approximately 3:23 PM, Icie Flores entered a business located in the 600 block of Main Street in the City of Milpitas. Once inside, he struggled with the victim and committed a sexual battery. The victim was able to push the suspect out of the business and call police. At approximately 3:39 PM, Milpitas Police located Icie Flores in the 300 block of Main Street where he was taken into custody without incident.
All three law enforcement agencies combined their investigations and Icie Flores was later booked into Santa Clara County Jail for the above listed charges.

San Jose, Calif. - The San Jose Police Department's Sexual Assault Investigation Unit arrested Tung Vo for Assault with Intent to Commit Rape (felony) - Penal Code 220(a)(1), False Imprisonment (felony) - Penal Code 236, and Kidnapping (felony) - Penal Code 207(a).
On Friday, July 6, 2018 at approximately 1:17 PM, A 16 year-old male victim was walking on the 1800 block of Cunningham Avenue in San Jose when suspect Tung Vo asked him for help. Initially, the victim believed the suspect to be a female requesting assistance. The suspect lured the victim near the side sliding door of his Toyota Sienna van. As the victim was near the opening to the van door, the suspect pushed the victim into the van and sexually assaulted him. The victim was able to get away from the suspect and report the incident to police.
San Jose police officers responded to the scene and conducted an investigation. Follow-up investigation by patrol officers lead to the suspect's residence in San Jose where he was taken into custody without incident. The suspect's van was impounded as evidence. Suspect Tung Vo is a registered sex offender with a previous conviction for sexual battery and failing to properly register as a sex offender. He will be booked into Santa Clara County Jail for the above listed violations.

San Jose Police Target Illegal Gaming Operations in San Jose
SJPD has experienced an increase in criminal activity surrounding businesses that house illegal gaming operations. Many of the businesses have had a particularly adverse impact on San Jose's Vietnamese community.

San Jose, Calif. - In the last year, the City of San Jose has experienced an increase in criminal activity surrounding businesses that house illegal gaming operations. In response to local citizen and business complaints, as well as to a series of police calls for service ranging from quality of life issues to robberies and assaults, the San Jose Police Department in conjunction with the Santa Clara County District Attorney's Office, the California Department of Justice, Bureau of Gambling Control, San Jose Code Enforcement and the San Jose Fire Department, completed the initial phases of an on-going investigation targeting various front businesses facilitating illegal gambling operations.
Five business owners and employees were arrested for possession of illegal gambling machines and other gambling-related offenses. Five search warrants were executed at businesses located in the 2100 block of Morrill Avenue, the 100 Block of Senter Road, the 1700 block of McKee Road, the 90th block of N.14th Street and the 2600 block of Cropley Avenue. In total, 51 illegal gambling machines were seized, along with approximately $75,000 in cash. Several more individual's cases are awaiting review by the Santa Clara County District Attorney's Office for additional charges.
Officers from the Department of Justice served two additional search warrants. One was served in the 900 block of Story Road, and the other in the 2000 block of Million Court, as well as a penal code inspection conducted in the 2000 block of Monterey Road. The Department of Justice, Bureau of Gambling Control located and seized 13 illegal gambling devices, and $280,566.00 in US currency (believed to be proceeds from illegal gambling). The cases remain under active investigation and more businesses facilitating illegal gambling and/or in possession of illegal gambling machines are expected to be targeted in the future.
San Jose Police Lieutenant Paul Messier, of the San Jose Police Department's Criminal Intelligence Unit said, “We know we have more work to do in shutting down criminal enterprises that are impacting our community. We are asking for anyone with information about additional locations where illegal gaming and other related crimes are occurring to call our tip line at 408-277-3422."

San Jose, Calif. — On Friday, July 27, 2018, at 1:00 PM, Chief Eddie Garcia will unveil "Air3," a new Airbus H125 helicopter to replace the current Air2 helicopter. Air3 will provide greater safety for officers and the community with its modern capabilities.
The Airbus H125 helicopter is one of the most commonly operated single engine helicopters in law enforcement and has an exceptional safety record. It has increased passenger capacity with the ability to accommodate six occupants as opposed to the previous three person capacity.
Air3 will assist units on the ground for a variety of situations, which include supporting patrol officers on routine calls for service, responding to priority events such as vehicle pursuits, and searching for armed suspects and missing persons. Air3 also provides a visible and psychological deterrent to law violators while it patrols the City through the air. Air3 is a critical asset for specialized units working special events or conducting tactical operations where aerial views provide enhanced situational awareness for personnel managing the events.

San Jose, Calif. - In January 2018, the San Jose Police Department’s Homicide Unit began investigating the suspicious disappearance of Billy Ray Scott, AKA "Tank." Detectives developed information that Scott was missing and may have been killed on Thanksgiving 2017. The investigation led detectives to a rural area of Santa Clara County where Scott’s body was located in a ravine.
Detectives developed additional information which led them to an apartment in the 1500 block of Moorpark Avenue in the City of San Jose. The apartment was processed by the San Jose Police Department’s Crime Scene Unit and the Santa Clara County Crime Lab and a crime scene was located.
Detectives believe that Scott was killed inside the apartment and later discarded in the ravine. Investigators eventually identified two suspects responsible for the murder of Billy Ray Scott. On Tuesday, July 24, 2018, the San Jose Police Department's Covert Response Unit apprehended Suspect Renee Wilson in Los Banos, California.
Renee Wilson was booked into the Santa Clara County Jail for the crime of Accessory (felony) - Penal Code 32. A warrant for Murder (felony) - 187 PC was obtained for Eugene Frazier who is currently in custody in Monterey County for an unrelated offense.

Arriving officers located an adult male suffering from at least one stab wound. The victim was taken to a local hospital with life threatening injuries.
Last night, Thursday, August 2, 2018, the victim was pronounced deceased at a local hospital. The motive or circumstances surrounding the stabbing are under investigation. No suspects have been identified. The Santa Clara County Coroner's Office will release the victim's name after they confirm his identity and notify next of kin.

San Jose, Calif. - On May 20, 2018 at approximately 7:38 PM, San Jose police officers responded to the 2600 block of Senter Road on a report of a person shot. Officers arrived on scene and located two victims suffering from at least one gunshot wound each. Victim 1, Thao Luu, was pronounced deceased at the scene. Victim 2 was transported to a local hospital with life threatening injuries.
Follow-up investigation by Homicide detectives led to the identification of suspects Duong Luu (son of victims) and Madison Muong as being responsible for the murder of Thoa Luu and attempted murder of Victim 2 .
On May 22, 2018, the San Jose Police Department's Covert Response Unit arrested the suspects at their residence in San Jose. The suspects were booked into Santa Clara County Jail for one count of 187 PC - Murder and one count of 664/187 PC - Attempted Murder.

Officers arrived on scene and located a deceased male in the alley. The male was later identified as victim Rene Morales. Homicide detectives and the Santa Clara County Coroner's Office responded to the scene and conducted an investigation.
Homicide detectives determined the victim was in a physical altercation with suspect Joseph Apodaca who is known to the victim.

San Jose, Calif. - The San Jose Police Department's Internet Crimes Against Children Task Force (ICAC) / Child Exploitation Detail (CED) arrested Christopher Florio for communicating with a minor to commit a specified felony (felony) Penal Code 288.3(a), and annoying/molesting a minor (misdemeanor) Penal Code 647.6(a)(1).
At the time of the offense, Florio was an Instrumental Music Teacher at the Harker Upper School in San Jose, and he is currently a conductor for the California Youth Symphony in Palo Alto.
In June 2018, the San Jose Police Department’s ICAC/CED Unit received information that, Florio, a teacher at the Harker Upper School, may have inappropriately communicated with a juvenile female student for purposes of sexual exploitation.
The investigation revealed Florio had inappropriate sexual conversations with the minor during school related functions, and that he also communicated with the minor through social media to solicit sexually explicit images.
On August 16, 2018, detectives from ICAC/CED and Megan's Law Detail arrested Florio at his residence in San Jose and subsequently booked him into the Santa Clara County Jail on the listed charges.

This Labor Day, and Every Day: Drive Sober or Get Pulled Over
San Jose, Calif. —As we enter the final stretch of summer, spending time at the pool or barbequing with friends and family, San Jose Police Department is driving home the importance of celebrating responsibly by not driving or riding a motorcycle, while impaired.
From Aug. 17 through Sept. 3, San Jose Police Department is participating in a high-visibility national enforcement campaign, Drive Sober or Get Pulled Over. During this period, Police and Sheriff’s Departments statewide, along with the California Highway Patrol, will increase the number of officers on the road to stop suspected drunk or drug impaired drivers and motorcyclists. If you are caught driving or riding impaired, you will be pulled over and arrested.
The enforcement campaign runs through the Labor Day holiday weekend, which is one of the deadliest times of the year in terms of alcohol-involved traffic deaths. Sadly, one-third of all traffic deaths involved drunk drivers. According to the National Highway Traffic Safety Administration (NHTSA), 10,497 people were killed in alcohol-involved crashes, or one person every 50 minutes.
The San Jose Police Department will show zero tolerance for impaired driving or riding and joins efforts by the California Office of Traffic Safety (OTS) to educate drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning label, you may be impaired enough to get a DUI. Marijuana can also be impairing and result in a DUI, especially in combination with alcohol or other drugs.
In the ten years from 2005-2015, the percentage of drivers in fatal crashes with an impairing drug other than alcohol in their system has risen from 26.2 percent to 42.6 percent. As far back as 2012, a roadside survey in California showed more drivers tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).
During this national enforcement campaign, there will also be increased state and national messages about the dangers of riding impaired, which combined with enforcement, aims to drastically reduce drunk or drug impaired riding on our nation’s roadways.
Motorcycles require specific training and skill. When a rider adds alcohol, marijuana or impairing prescription medication to the mix, it is not only illegal, but increases the risky nature of riding a motorcycle.
There are so many options out there to get home safely. There is no excuse for getting behind the wheel when you are impaired.
To avoid a DUI and putting others, and yourself, at risk, San Jose Police Department has a few tips to stay safe on the roads:
Always designate a sober driver.
Use public transportation or a ride sharing service to get home. Have a friend or family member who is about to drive buzzed or impaired? Take the keys away and make arrangements to get them home safely.
Report drunk drivers - call 911.

San Jose, Calif. - The San Jose Police Department Traffic Unit will be conducting a DUI/Drivers License Checkpoint on August 30th, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 2:00 a.m.
In recent years, California has seen a disturbing increase in drug-impaired driving crashes. San Jose PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed or injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.
DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.
In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver.
Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.
Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication, whether prescription or over-the-counter, drinking even small amounts of alcohol can greatly intensify the impairment affects.
Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins as well as a tab for the non-DD to call Uber, Lyft or Curb.
Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000, not to mention the embarrassment when friends and family find out.

On August 17, 2018, detectives received information that Colvert had indecently exposed himself on multiple occasions while he provided private music lessons to female victims (ages 8, 10 and 10), at their residences between August 2017 and August 2018. Detectives further learned that Colvert, in addition to teaching private music lessons, has been employed as a music teacher at the Almaden School of Music and Art in San Jose for the past 10 years.

San Jose, Calif. - On Saturday, July 25, 2015, at approximately 11:16 p.m., San Jose Police officers responded to the 1300 block of Sunbeam Circle on a person shot. Preliminary investigation revealed the victim was talking with other people on the driveway of a residence. A light colored compact vehicle pulled up next to them.
The passenger, Suspect #1, exited the vehicle, asked the victim if he was in a gang. The victim denied being in a gang and the suspect shot the victim. The suspect got back in the vehicle and fled the scene with Suspect #2 driving.
The victim was transported to a local hospital where he died a short time later. The suspects have not been identified or apprehended. The San Jose Police Department is asking for the public's assistance to help identify the suspects.

Follow-up investigation by robbery detectives led to the identification of suspect Charles So as the person responsible for the robbery. Detectives obtained a warrant for So's arrest.
On August 29, 2018, the San Jose Police Department's MERGE Unit took the suspect into custody at Chaboya Middle School located at 3276 Cortona Dr. in San Jose, where he is employed as a full time teacher. At the time of his arrest, So had a loaded handgun in a satchel inside his classroom.
The suspect will be booked into the Santa Clara County Jail for Robbery - 211 PC (felony) and Possession of a Firearm at a School - 626.9 PC (felony).

Arriving officers contacted an adult male victim who reported being robbed at gunpoint by a male suspect and forced to walk to various ATM machines in the area and withdraw money. The suspect obtained an undisclosed amount of cash and later released the victim unharmed.
Follow-up investigation by robbery detectives led to the identification of suspect Solomon Bell as the person responsible for the robbery and kidnapping. Detectives obtained a warrant for Bell's arrest.

Arriving officers located an adult male suffering from at least one gunshot wound. The victim was transported to a local hospital where he was pronounced deceased a short time later.
Follow-up investigation by Homicide detectives led to the identification of suspect Artierey Sherry and suspect Paul Soulik as being responsible for the murder of Lorenzo Nava. Detectives obtained an arrest warrant for the suspects.

San Jose, Calif. - The San Jose Police Department is investigating the City's 18th Homicide of 2014. On June 5, 2014, at approximately 1:21 AM, the SJPD "911" Communications Center received a call of an unresponsive person in the 500 block of Piercy Road in San Jose. Officers arrived and located a deceased male who suffered from at least one stab wound. The victim was later identified as 36 year old Jose Gamez of San Jose.
The San Jose Police Department's Homicide Unit responded to the scene to conduct the investigation. Homicide investigators are conducting an investigation into the motive and circumstances surrounding the murder. They have not identified or apprehended any suspects.

On Thursday, August 9, 2018, at approximately 10:16 PM, San Jose police officers responded to a multiple calls of a shooting at La Victoria Taqueria, located at 5015 Almaden Expressway in San Jose. Arriving officers located three adult male victims outside the restaurant suffering from at least one gunshot wound each. All three victims were taken to a local hospital for treatment.
The preliminary investigation revealed the victims and two adult male suspects were inside the restaurant when they became involved in an argument. The group walked outside with suspect #1 being the last person to exit. Suspect #1 produced a handgun and shot the three victims. During the shooting, multiple bystanders were nearby, to include a small child who was standing next to suspect #1.
Suspect #1 is described as a Hispanic male, 20-30 years-old, 5’ 5” - 5’ 7” tall, 165-185 lbs.
Suspect #2 is described as a Hispanic male, 20-30 years-old, 5’ 9” - 6’ 0” tall, 195-215 lbs.

San Jose, Calif. - On Sunday, September 9, 2018, at about 5:20 AM, San Jose police officers responded to Mayellen Ave. and Scott St. in San Jose to assist Santa Clara police officers who were involved in a shooting that occurred at the end of a pursuit of a stolen vehicle.
The preliminary investigation revealed that at about 5:08 AM, a Santa Clara police officer spotted a stolen GMC Jimmy, occupied by the lone suspect. Several Santa Clara police officers attempted to initiate a car stop on the vehicle in the area of Stevens Creek Blvd. and Cypress Ave., in the Santa Clara and San Jose border. The suspect did not yield to officers and a pursuit ensued on surface streets and the freeway.
Eventually, the suspect rammed his vehicle into several Santa Clara police vehicles in the area of Mayellen Ave. and Scott St. in San Jose. The suspect did not comply with the officers' commands. At one point, an officer fired his duty weapon at the suspect.
The suspect fled on foot and was apprehended by a K9. The suspect was struck at least once by the gunfire and was taken to a local hospital with non-life threatening injuries. Officers recovered a loaded, stolen handgun, in the suspect's vehicle. The suspect was on Post Release Community Supervision (PRCS) and had an active felony warrant for his arrest for assault with a firearm.
Santa Clara police officers will book suspect Rico into the Santa Clara County jail on multiple charges and the felony warrant.
No other officers fired their weapons. San Jose police officers were not involved in the vehicle pursuit or the shooting. The Santa Clara County District Attorney’s Office and the San Jose Police Department’s Homicide Unit are conducting a joint criminal investigation.

San Jose, Calif. - On Thursday, August 30th, 2018, at approximately 1:56pm, San Jose police officers responded to a person shot in the area of Havana Drive and Tampa Way in San Jose. Arriving officers found the juvenile victim had already been transported to a local hospital suffering from at least one gunshot wound. The victims injuries were determined to be non-life threatening.
Preliminary investigation revealed that two adult male suspects confronted the victim. Both suspects produced handguns and fired multiple rounds at the victim, striking him at least once. Patrol officers developed leads at the scene and worked collaboratively with detectives from the Gang Investigations Unit (GIU). Ultimately, detectives from GIU identified both suspects and obtained arrest warrants for Attempted Murder- 664/187 PC (felony).
On September 13th, 2018, the San Jose Police Department's Covert Response Unit (CRU) located suspect #1, Marco Alanis at a residence on Midfield Drive in San Jose. Alanis was taken into custody as he attempted to flee over the backyard fence.
Later that same day, CRU located suspect #2, Robert Aguirre at a residence on Ezie Street in San Jose. Aguirre also attempted to flee over a backyard fence and was taken into custody with the assistance of a San Jose police canine. Officers found Aguirre in possession of a handgun at the time of his arrest.
Suspect #3, Caesar Cortez, wanted on an unrelated robbery warrant, refused to exit the residence. The MERGE Unit was called to assist. Several hours later, Cortez exited the residence and was taken into custody without incident. Detectives located an additional handgun and a high powered rifle inside the residence. All three suspects were booked into Santa Clara County Jail.

On September 19, 2018, at approximately 10:41 AM, San Jose police officers responded to a call of a sexual battery on Mossdale Way at Jackson Avenue in San Jose. The female victim reported that an unknown male adult sexually assaulted her as she was walking her dog. The victim fought off her assailant and he fled the area in a silver Toyota 4Runner.
Detectives conducted follow-up investigation and identified the suspect as Oscar Leonidas Escobar-Altamiran. On September 20, 2018, patrol officer Michael Clark located the suspect driving the above listed vehicle in the area of Story Road near White Road in San Jose. The suspect was taken into custody without incident and booked into Santa Clara County Jail for the listed charges.

San Jose PD establishes a new Burglary Prevention Unit (BPU) to enhance police services to the community

San Jose, Calif. - The San Jose Police Department has established a new Burglary Prevention Unit (BPU) as a proactive unit within the Bureau of Investigations that will utilize specialized investigative techniques to target the most active and prolific criminals in the City of San Jose.
BPU will be responsible for the investigation and apprehension of individuals or groups involved in property related crimes with a focus on burglaries and thefts, but the scope may vary based on investigative needs. BPU will work with other SJPD units, Bay Area law enforcement agencies, and the Santa Clara County District Attorney's Office Crime Strategies Unit.
BPU will use data driven analytics to target areas of San Jose that are experiencing high burglary rates; will work closely with the San Jose PD Financial Crimes Unit to recognize and focus on burglary crews, trends and burglary strings; and will inspect and enforce pawn shop regulations.

On Sunday, October 7, 2018, at approximately 5:53 AM, a hate related vandalism occurred at a business on the 3500 block of Union Avenue in San Jose. The suspect drew several Swastika symbols on the property. The suspect is also possibly related to other acts of vandalism at the same location within the last three months.
The suspect is described as a white male, 30 to 45 years old, 5'-10" tall, 180 lbs, with a medium complexion and long brown hair. He was wearing a white T-shirt, gray shorts, and gray Nike brand shoes. The suspect appears to have a mustache and beard. There is also a unique tattoo on his right forearm.

San Jose, Calif. —On Sunday, October 14, 2018, at about 6:30 PM, a violent sexual assault occurred behind a church located in the 2700 block of S. King Road in San Jose. The suspect lured a 17 year-old female victim to a secluded area and violently attacked and sexually assaulted her.
Extensive follow-up investigation by Sexual Assaults detectives led to the identification of suspect Esteban Mosqueda as the person responsible for the attack. Detectives subsequently obtained an arrest warrant for Mosqueda. On Wednesday, October 17, 2018, the San Jose Police Department's Covert Response Unit apprehended Mosqueda at a residence in San Jose. Mosqueda will be booked into the Santa Clara County Jail for penetration with a foreign object - 289 PC (felony), assault with a deadly weapon - 245 PC (felony), false imprisonment - 236 PC (felony), and sexual battery - 243.4 PC (felony).
Chief Eddie Garcia said, “ I want to commend our survivor for her strength through this ordeal. I also wish to laud the amazing work of our detectives who tirelessly followed up leads and used amazing police instincts to identify and take a violent predator off our streets.”

San Jose, Calif. — On Monday, October 22, 2018, between 4:00 PM - 5:00 PM, Chief Eddie Garcia joined by Mayor Sam Liccardo, will unveil "Operation Frozen Treats Patrol," a San Jose Police Department branded ice cream truck, to over 200 kids at the Boys & Girls Club of Silicon Valley, playground of Escuela Popular, 149 N. White Rd. in San Jose.
Operation Frozen Treats Patrol is an ice cream truck operated by the San Jose Police Department's Crime Prevention Unit to create positive community engagement opportunities and strengthen community relations between police and residents. The truck will allow the department to continue building relationships through nonenforcement interactions between officers, youth, and other community members.
The ice cream truck program will provide free ice cream at predetermined locations, such as neighborhood parks, recreation centers, schools, and community sponsored events.
The ice cream truck is a modified 2017 Ford Transit Diesel truck built by Farber Specialty Vehicles in Columbus, Ohio. It includes a side window to serve ice cream, speaker microphone system for announcements, siren, police lights on the two front visors, 1 deep freezer that can hold up to 1,200 packaged ice cream bars, a bay sink with hot and cold water to wash hands and clean surfaces area, cabinets to store supplies, small counter space, awning, and an exterior graphic wrap.
Fallen San Jose police officer Michael J. Katherman is being honored on the ice cream truck due to his love of ice cream and his service to the residents of San Jose.
Operation Frozen Treats Patrol was inspired by the Boston (MA) Police Department and St. Louis (MO) Police Department successful ice cream truck programs.
National Prescription Drug Take Back Day Saturday, October 27th, 2018 10:00 AM - 2:00 PM
San Jose, CA - On Saturday, October 27th, 2018, from 10:00 AM to 2:00 PM, the San Jose Police Department and the Drug Enforcement Administration (DEA) will give the public another opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription and over the counter drugs. Bring your pills for disposal to the sites listed below (The DEA cannot accept liquids or needles or sharps, only pills or patches). The service is free and anonymous, no questions asked.
In October 2017, Americans turned in 450 tons (900,000 pounds) of prescription drugs at almost 5,500 sites operated by the DEA and more than 4,200 of its state and local law enforcement partners. Overall, in previous Take Back events, DEA and its partners have taken in over 8.1 million pounds more than 4,050 tons of pills.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines flushing them down the toilet or throwing them in the trash both pose potential safety and health hazards.

San Jose, Calif. —The San Jose Police Department has been awarded a $250,000.00 grant from the California Office of Traffic Safety (OTS) for a year-long enforcement and public awareness program. The traffic safety program is intended to educate the public on safe roadway habits and deter people from violating traffic laws or practicing other unsafe behaviors that lead to injuries and fatalities.
"Traffic Safety is our number one priority and our goal is to make it the number one priority of every driver in San Jose. This OTS Grant will help us put more Officers on the street and help us achieve this goal," said Sergeant Steven Payne.
The grant from OTS will fund various education and enforcement activities for the 2019 federal fiscal year (Oct. 1, 2018 to Sept. 30, 2019):
DUI checkpoints and saturation patrols take suspected alcohol/drug-impaired drivers – and those unlicensed or with a revoked/suspended license – off the road.
Traffic safety education presentations for youth and community members on distracted, impaired and teen driving, and bicycle/pedestrian safety.
Patrols at intersections with increased incidents of pedestrian and bike collisions.
Checking for seat belt and child safety seat compliance.
Motorcycle safety operations in areas with high rider volume and where higher rate of motorcycle crashes occur.
Speeding, red light and stop sign enforcement.
Compilation of DUI “Hot Sheets” identifying repeat DUI offenders
Specialized DUI and drugged driving training to identify and apprehend suspected impaired drivers.
In 2016, 3,623 people were killed in crashes across the state, a 7 percent increase from 2015, according to the National Highway
Traffic Safety Administration. Particularly alarming is the rise in pedestrian deaths, with 867 pedestrians killed on California roadways in 2016, a nearly 33 percent increase from 2012. Along with the growing dangers of distracting technologies like phones and drug-impaired driving, this grant funding will provide opportunities to combat these dangerous and illegal behaviors.
"Almost all crashes are preventable," OTS director Rhonda Craft said. "Education and enforcement go hand in hand helping change behaviors that cause devastating crashes."
Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

DETAILS: Residents voluntarily turning in unwanted weapons to the San Jose Police Department during the city’s latest gun buyback this weekend will get more in return than just cash and the comfort that they are helping reduce gun violence. The San Jose Museum of Quilts and Textiles will also be providing lap comfort quilts, while supplies last.
The San Jose Police Department Gun Buyback Program will be held on Saturday, December 1, 2018, at San Jose Police Department Substation, 6087 Great Oaks Parkway in San Jose.
Guns collected will be checked for lost or stolen status, and if applicable, will be returned to their legal owners. All other firearms will be prepared for destruction.
Funding for this important event is raised from public and private donors and tax-deductible donated funds are held by San Jose Police Foundation, a non-profit 501(c)(3) account. Those who turn in a gun will receive cash. $100 will be given for handguns, rifles and shotguns, and $200 for Assault Weapons. Participants will also receive a free gun lock, additional resources regarding firearm and suicide prevention, and gun safety.

For the past 11 years, the Shop with a Cop Foundation Silicon Valley has hosted over 160 underserved children for a holiday shopping spree with local Bay Area police officers. For many of the children, this special opportunity becomes the only holiday experience they will have.
This program is conducted in cooperation with local, state and federal law enforcement agencies nationwide. With a uniformed police officer by their side during the shopping spree, each child will receive a $150.00 Target gift card to shop for gifts for themselves or their family. The goal is to humanize the people behind the badge so that children can grow up trusting the police.

San Jose, CA — The final suspect (listed below as suspect #4) was identified as Jun Li. San Jose Police homicide detectives learned that Li was possibly living in the City of San Bernardino, CA. The San Bernardino Police Department assisted in the investigation and arrested Li on 11-27-18 outside his residence in the 1300 block of North D St. in San Bernardino. Li was transferred to the Santa Clara County Jail on murder charges.

San Jose, CA — After announcing the arrest of Suspect Yan, Suspect Tao and Suspect Huang for the murder of Xingjian Li and multiple other crimes, the San Jose Police Department asked for the public's assistance in identifying two unknown suspects that were captured on surveillance video. Information from the public and follow up by detectives identified Jason Shen as unidentified subject #5.
Detectives obtained a warrant for his arrest and on November 7, 2017, the Los Angeles Sheriff's Department located and arrested Suspect Shen at a residence in Chino California. Shen was booked into the Los Angeles County Jail for Murder - 187(A) PC, Assault with a deadly weapon - 245(A)(2) PC, Conspiracy - 182(A)(1) PC, Robbery - 211/213(A)(1)(A) PC, Kidnapping - 209(B)(1) PC, and Sexual Assault -261(A)(2) PC.
Detectives are asking for the public's assistance in identifying and locating Suspect #4 shown in the above photo and embedded video.

San Jose, CA — On Thursday, September 28, 2017, at approximately 8:42 PM, San Jose police officers responded to a person shot in the 300 block of Elan Village Lane in San Jose. Arriving officers located an adult male victim suffering from at least one gunshot wound. The victim was transported to a local hospital where he was pronounced deceased a short time later.
A collaborative investigation between the San Jose Police Department, Milpitas Police Department, South San Francisco Police Department and Fremont Police Department determined that there were four cases between September 27 and September 28, 2017, involving the same suspects.
On September 27, 2017, at approximately 10:26 AM, Milpitas police officers responded to a suspicious circumstance call in the 500 block of Murphy Ranch Road in Milpitas. Arriving officers located a female victim who reported being robbed and sexually assaulted.
On September 28, 2017, at approximately 3:00 PM, Fremont police officers responded to a home invasion robbery in the city of Fremont. Arriving officers located three female victims who reported being robbed at gunpoint. One of the victims also reported being sexually assaulted.
On September 29, 2017, South San Francisco police officers responded to a robbery call in 100 block of McLellan Drive in South San Francisco. Arriving officers located a female victim who reported being robbed and sexually assaulted at gunpoint two days prior (9-27-17, at 1:50 PM).
All four locations were determined to be operating brothels.
Follow up investigation by the involved agencies lead to the identity of three suspects in these cases.
On Wednesday, October 18, 2017, the Los Angeles County Sheriff's Department was instrumental in providing substantial resources including investigative and tactical assistance, resulting in the successful apprehension of Suspects 1, 2, and 3, at their respective residences.
The suspects were booked into the Los Angeles County Jail for Murder - 187(A) PC, Assault with a deadly weapon - 245(A)(2) PC, Conspiracy - 182(A)(1) PC, Robbery - 211/213(A)(1)(A) PC, Kidnapping - 209(B)(1) PC, and Sexual Assault -261(A)(2) PC.
Detectives are asking for the public's assistance in identifying and locating Suspect #4 shown in the above photos and embedded video.
Suspect #4 is described as a Chinese male, 25-30 years-old, 5' 10" to 5' 11", 160-170 lbs., shaved head, last seen wearing a school varsity type jacket - blue in color with tan sleeves.
Follow up investigation determined that there may be additional victims of similar crimes and they are being asked to contact their local agencies. This Saturday is the Cops Care - Cancer Foundation Fantasy Flight 2018!
Fantasy Flight is an event for any child that is battling cancer or any other life-threatening illness. Police agencies from all over the Bay Area assist and contribute.

On Saturday, December 8th, 2018, the Cops Care Cancer Foundation is hosting its 15th Fantasy Flight for Bay Area children stricken with cancer. Fantasy Flight is an amazing event for Bay Area children stricken with cancer. Police agencies from all over the Bay Area assist and contribute. Right now, we have 50 families signed up which means we have 50 patients (VIPs as we call them) and we include their brothers and sisters as well. We will have approx. 250 kids at the event which equates to another 300+ adult family members. We will also have another 150+ police/fire and civilian volunteers the day of the event as well.
For security and logistical purposes, we do a presidential style motorcade from Juniper Networks in Sunnyvale to the San Jose Police Department Air Hangar at the San Jose International Airport in San Jose. The families ride in police cars and fire trucks in this motorcade. SWAT vehicles (Bearcats) are EXTREMELY crucial as we use them to transport children who are in wheelchairs. The CHP, San Jose PD and Sunnyvale DPS coordinate the temporary road closures for the motorcade but we welcome ALL police motorcycle units to participate.
When the kids arrive at the air hangar, it has magically been transformed into the North Pole with a HUGE carnival inside. The Sunnyvale Moose Lodge provides an amazing BBQ lunch for all of the guests and volunteers. We also have popcorn, cotton candy and baked goods for everyone :) The kids get to see static police and fire displays along with Police K-9s etc. It is an amazing day topped off with Santa arriving by police helicopter in the afternoon. As is tradition, the Chiefs and command officers from each agency help to hand the gifts to each child after their portrait with Santa is taken. EVERY child receives a gift, including the brothers and sisters. These gifts are purchased specifically for each child as our elves contact each parent and find out what they would like. As you can imagine, this is a costly but awesome part of the event.
San Jose, Calif. - The San Jose Police Department’s Special Investigations Unit conducted a large-scale operation last week, targeting a highly-organized criminal organization. The group was manufacturing and selling narcotics throughout San Jose and the Bay Area, as well as transporting narcotics across the country to the Southern and Eastern parts of the United States.
On November 28, 2018, the San Jose Police Department’s Special Investigations Unit, in conjunction with the MERGE Unit; Covert Response Unit; Violent Crimes Enforcement Team; Metro Unit; ICAC Unit; K-9 Unit; Field Operations; Sunnyvale Department of Public Safety; Santa Clara County District Attorney’s Office; U.S. Postal Inspectors and the U.S. Drug Enforcement Administration conducted service of six search warrants and four arrest warrants within San Jose and Sunnyvale. Over 800 pounds of marijuana, a large amount of illegal anabolic steroids, five ounces of concentrated hash oil, powder cocaine, Xanax bars, Ecstasy pills, three handguns and an expended rocket launcher (AT4) were recovered in the raids. Numerous bank accounts were also frozen and $600,000.00 was seized. Warehouses in four other states were identified and local agencies from those respective departments acted in collaboration with the San Jose Police Department.
This operation was the culmination of a two-year long investigation. Four adult male suspects were arrested in this case and were booked into the Santa Clara County Jail for various charges, including manufacturing and transporting of narcotics and possession of illegal weapons.

San Jose, Calif. - On Tuesday, December 11, 2018, at approximately 6:39 PM, San Jose police officers responded to a welfare check in the 1000 block of Chestnut Street in San Jose. Arriving officers looked through a window of the residence and observed an adult male lying on the floor. Officers entered the residence and found the victim suffering from at least one stab wound. The victim was pronounced deceased at the scene.
While officers were conducting their investigation, the person responsible for the murder of the victim, suspect Terry Leelewis Hill, returned to the scene and was taken into custody. On Wednesday, December 12, 2018, the suspect was booked into Santa Clara County Jail for murder.

San Jose, Calif. —San Jose Police Department Traffic Unit will be conducting a DUI/Drivers License Checkpoint on December 20, 2018, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 2:00 a.m.
In recent years, California has seen a disturbing increase in drug-impaired driving crashes. San Jose Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.
DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.
In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver.
Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.
Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.
San Jose Police Department offers these reminders to ensure you have a safe night of fun that doesn’t involve a DUI:
Decide before you go out whether you plan to drink or drive. You can’t do both.
If you plan to drink, designate a sober driver before going out or map out another safe way to get home by taxi, ride-share or public transportation. You can also look up designated driver services in your area using the National Directory of Designated Driver Services (NDDDS).
See your friend or other patron impaired trying to get behind the wheel? Take the keys and help them make other arrangements to get where they are going safely.
Report drunk drivers – Call 911.
People are encouraged to be a part of the designated driver very important person (“DDVIP”) program. As a DDVIP, you can ensure those drinking get home safely and get rewarded for it. Partnering bars and restaurants statewide have created non-alcoholic specialty drinks ("DDrinks") for sober drivers.
Recording Artists Against Drunk Driving (RADD) also offers a Designated Driver Rewards program at 43 college campuses statewide. Local bars and restaurants provide non-alcoholic drinks and/or food specials to DD’s.
Getting home safely is cheap, but getting a DUI is not! Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be upwards of $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time.

San Jose, Calif. - On Friday, December 14, 2018, at about 12:00 PM, the San Jose Police Department Burglary Prevention Unit (BPU) served a search warrant at a residence located in the 1400 block of S. King Rd. in San Jose. The search warrant was the culmination of a three month proactive investigation into a major fencing operation that dealt primarily with clothing stolen during thefts, burglaries and robberies of department stores in the San Jose area. BPU detectives collaborated with loss prevention management from many retailers, such as Macy’s, Nordstrom and Victoria’s Secret to develop information regarding a makeshift storefront known as Betsy’s Fashion located in the 1400 block of S. King Rd.
Extensive follow-up investigation by detectives led to the identification of Zoila Martinez and Jose Figueroa as the suspects responsible for running the fencing operation. Martinez and Figueroa were taken into custody at Betsy’s Fashion. Detectives recovered more than $430,000.00 of stolen clothing, including at least 700 Michael Kors jackets, hundreds of shoes, and other clothing confirmed stolen from local department stores. Martinez and Figueroa were each booked into Santa Clara County Jail for possession of stolen property - 496 PC (felony).
